The tax in 'Manage Properties -> Hotels' and when i hover over the tax it says "tax perentage not included in price" how do i include it. when i enter a tax percentage value "tax included not included" is shown in your detail page. I want to enable the tax and add the room price in the booking process.

The standard is to not include taxes in price, except VAT, which is required by legislation. This is how online pricing works, if you don't agree take a look at booking.com, if you show me an example of included taxes, we can work to make them available.

in some countries, like germany, you should show to german custmers prices including tax
But this is due only for customers of those countries so that you should use ip geo code showing diffrent prices for different customers
